Despite my fascination with the prospect of time travel, I never considered the killing of someone who later became a tyrant. I only ever thought about witnessing historical events. I would imagine that killing a baby dictator would only alter what he personally might do later, not change history. Time has shown that there is always someone else around, equally as evil.
